Rosie Dutton, 30, had decided her child, Olivia, was not ready to join primary school last September as the little girl had only turned four a few weeks prior to the start of term. Rosie exercised her legal right to keep her daughter out of school last year but wanted Olivia to join this September at reception level, not in Year One, as was initially offered by her local council. Children with birthdays between April 1 and August 31 legally do not have to start until the September after they have turned five. Some parents of these “summer babies” like Olivia, who turned four last August, believe their children would struggle as the youngest in the class and instead choose to postpone their place.
