The parking ticket which was put on Matt Armstrong’s car after a disabled parking bay was painted around his it overnight. Matt, who lives in West Norwood, left his Renault Clio outside his home and to his horror the next day he discovered a parking bay was painted around the car and he subsequently received a £110 fine from the council.
